       The region's largest business associations supported the initiative of Governor Gleb Nikitin to ban the sale of vapes in the region. The signing of the corresponding public offer took place following a meeting on the issue of the sale in the region of nicotine-containing and nicotine-free liquids and devices for their consumption. The event was held by the Minister of Industry, Trade and Entrepreneurship of the Nizhny Novgorod Region, Maxim Cherkasov. Participating were the Commissioner for the Protection of Entrepreneurs’ Rights in the Nizhny Novgorod Region and Chair of the regional branch of Delovaya Rossiya (Business Russia), Pavel Solodky; Acting CEO of the Chamber of Commerce and Industry of the Nizhny Novgorod Region, Alexander Pushkin; Chair of the regional branch of Opora Rossii, Irina Sadovnikova; Deputy General Director of the Nizhny Novgorod Association of Industrialists and Entrepreneurs, Kirill Temnov; as well as representatives of federal and regional retail chains and shopping center management companies.

      According to Maxim Cherkasov, the regional law banning vapes can enter into force after amendments are made to federal legislation.

      “Without waiting for the law to enter into force, at the governor’s instruction we are actively working on the voluntary withdrawal of vapes by retail organizations. Thus, public organizations that work with business have already expressed support for the initiative and signed a public offer. A similar document is now being prepared for entrepreneurs who are ready to voluntarily remove such products from their assortment before the legislative ban comes into effect,” Maxim Cherkasov noted.

      The public offer for public organizations is aimed at promoting among the business community the voluntary removal of vapes and tobacco-free heating mixtures from assortments.

      “Nizhny Novgorod’s ‘Delovaya Rossiya’ unequivocally supports the governor’s initiative to ban the retail sale of vapes. Honest business understands that this poison is today massively ruining our children: electronic cigarette use has seized schoolchildren and teenagers. Studies have already appeared scientifically proving that the ‘safety’ of electronic cigarettes is no more than a marketing ploy. Vapes harm health and sometimes cause even greater addiction than conventional tobacco products. We have no doubt that the corresponding federal law, which would give the Nizhny Novgorod Region the status of a pilot region for a full ban on retail trade in vapes and related liquids, will be adopted. But we urge responsible businesses now, without waiting for the law to be adopted, to remove these products from their retail networks. I am sure entrepreneurs will find ways to compensate for income lost due to this ban. No profit is worth the health of the growing generation,” Pavel Solodky commented.

      “The Chamber of Commerce and Industry of the Nizhny Novgorod Region will organize comprehensive informational support for entrepreneurs in connection with the voluntary withdrawal of vapes from circulation. We will hold a series of consultations and explain all the details so that businesses can prepare for the changes,” Alexander Pushkin said.

      “Many members of our organization support the initiative to protect the health of the population of the Nizhny Novgorod Region and are ready to contribute to the implementation of this important social task. Our goal is to create a safe environment for residents of the Nizhny Novgorod Region and to promote the formation of a healthy lifestyle. We invite business representatives to join this initiative and support the voluntary refusal to sell the specified products,” Irina Sadovnikova said.

      Other public organizations registered in the Nizhny Novgorod Region that represent the interests of the business community are also invited to sign the offer: https://minprom.nobl.ru/activity/73313/. According to the Chestny Znak system, more than 1.9 thousand entrepreneurs selling vapes are registered in the Nizhny Novgorod Region. The Ministry of Industry, Trade and Entrepreneurship, together with municipalities, monitors this group of goods and forwards the list of labeling rules violators to Rospotrebnadzor.
