An artificial intelligence technology has been integrated into the state system for monitoring and managing national projects and government programs. The AI model analyzes 100% of measures and indicators online, comparing them with the metrics of national development goals set by the President of the Russian Federation. The digital transformation of the civil service is overseen by Deputy Prime Minister — Head of the Government Office of Russia Dmitry Grigorenko.
The new analytics help reveal both obvious and hidden connections between state projects. This is necessary to build realistic plans to achieve national goals and to make accurate managerial decisions. Often, measures and indicators of one national project (or government program) directly affect another. For example, when assessing housing affordability in the primary market, it is important to consider not only construction volumes and prices but also citizens’ ability to pay, and therefore support measures for home purchases. The AI model makes it possible to find such interconnections. In addition, it flags in advance the risk of one measure failing due to delays or revisions in others.
Dmitry Grigorenko noted that the Government is already using AI to forecast non‑fulfillment of programs and measures: the system analyzes plans and implementation progress and assesses risks, with forecast accuracy reaching 96%. He emphasized that the task is not to record problems after the fact, but to ensure their prevention and the fulfillment of planned actions.
The Deputy Prime Minister also stressed that final decisions are made by humans, while artificial intelligence serves as a tool that simplifies the work.
The use of AI significantly reduces the time required to analyze indicators and measures. The system computes more than 1,000 possible variants per minute, identifying correct links — that is, cases where a specific measure or indicator influences the achievement of a national goal. Previously such analysis was done manually: to assess almost half a million potential links between national goal indicators and all measures would have required 76 experts from 38 sectors and about four years of continuous work. AI performs this task in one day.
To date the model has identified over 8,000 new interconnections. They are sent for verification to federal executive authorities, which confirm or reject the findings and, if necessary, forward them for detailed examination to the Project Management Center of RANEPA. Thus, AI speeds up processes, but final decisions remain with people.
According to the Ministry of Economic Development of the Nizhny Novgorod Region, the region’s analytical portal, created jointly by the Ministry of Economic Development and JSC "Sberbank AST", is intended for the operational monitoring of the implementation of state, national and federal projects not included in the national projects, both in terms of budget and across the areas of construction, major repairs, procurement, contracting and contract execution.
When processing data from internal budget and procurement management systems, as well as open federal sources, generative models of the GigaChat platform from SBER are used — including to link and compare heterogeneous data from different systems.
Currently, together with SBER A (JSC "Sberbank AST"), work is underway to create an AI agent for deep analysis of pre‑compiled information to promptly identify and timely address potential problems and risks in project activities.
