      More than 50 representatives from the new regions are undergoing training in the Nizhny Novgorod Region under the program for preparing heads of executive bodies.

      The in-person module of the educational program "Operational Mastery" titled "Eliminating Losses: Preparing and Implementing a Lean Project" was prepared by the VSHGU of the Presidential Academy. The opening ceremony took place on September 9, 2025 at the KUPNO.START venue.

      "Operational Mastery" is a program to train the leadership of executive authorities of the Donetsk and Luhansk People's Republics, and the Zaporizhzhia and Kherson regions. It includes three in-person modules and two remote ones.

      The event was attended by the Deputy Governor of the Nizhny Novgorod Region, Yegor Polyakov. He presented to participants the region's experience in optimizing management processes and delivering public services.

      "In our region we have accumulated significant experience in optimizing a wide range of processes in the public sector. One of our priority tasks is to ensure that residents of Nizhny Novgorod receive public services faster and more comfortably each year. We are ready to share our accumulated experience and best practices with all regions of Russia. Of course, special attention is paid to the new regions of the country," said Yegor Polyakov.

      The Minister of Industry, Trade and Entrepreneurship of the Nizhny Novgorod Region, Maxim Cherkasov, spoke to listeners about the region's experience in implementing the federal "Labor Productivity" project.

      The Deputy Minister of Personnel Policy of the Government of the Nizhny Novgorod Region, Olga Belyanina, presented the region's experience in applying lean production tools when optimizing processes, and spoke about the implementation of the "Effective Region" project and the Senezh Management Workshop project "Lean Accelerated Development." The Director of the Program and Project Management Center of the VSHGU Institute, Andrey Kuvshinov, spoke on the topics "Formulation and Implementation of Activity Optimization Projects" and "Effective Management of Tasks and Assignments."

      With words of encouragement to the participants, the Director of the NRU Presidential Academy, Ekaterina Lebedeva, addressed the attendees.

      "In the Nizhny Novgorod Region substantial work is being carried out to increase the efficiency of state and municipal administration. The Ministry of Personnel Policy, together with KUPNO, is working on process optimization, developing the personnel potential of government employees, addressing human capital management issues, and working with youth. A whole culture of continuous improvement has developed within the regional government. The practice of creating a Corporate University as a center for public service transformation was recognized by the Ministry of Labor and Social Protection of the Russian Federation as the best in the country. Great attention is paid to the introduction of lean technologies, and this experience forms the basis for work to increase labor productivity in the region," said Ekaterina Lebedeva, Director of the NRU Presidential Academy.

      The program's goals are to train highly qualified, competent specialists capable of implementing tasks to optimize the activities of public authorities and improve their efficiency under conditions of limited resources.

      "The Corporate University of the Government of the Nizhny Novgorod Region is not a classical university, but a regional change-management center. Currently the new regions often face problems that for our region are already in the past. And we are ready to share concrete solutions with program participants: how to integrate a particular optimization process into their activities. I am confident that we will be able to establish effective interaction with colleagues from the new regions beyond the framework of this educational program," said KUPNO Rector Roman Markov.

      The program includes leaders of public authorities (deputy chairmen of governments, ministers and their deputies, heads and deputy heads of municipalities) of the DPR, LPR, as well as the Zaporizhzhia and Kherson regions. Upon completion of the training, participants will receive certificates of advanced training from the Presidential Academy.
