Russia's Ministry of Digital Development has published a list of Internet resources that will remain accessible in the event of restrictions or a communications shutdown. The information was posted on the ministry's official Telegram channel.
Earlier the relevant ministry said that telecom operators had begun testing a mechanism that would preserve access to socially significant Russian services even during Internet outages.
The released list includes "Gosuslugi", the social networks "VKontakte" and "Odnoklassniki", the national messenger Max, as well as Yandex's key digital platforms.
In addition, users will be able to continue using the marketplaces Ozon and Wildberries, the services Avito, Dzen and Rutube.
Access will also remain to government bodies' websites — the Russian government and the presidential administration — as well as to the official resource of the Mir payment system and the remote voting platform.
Also listed as available are the websites of the country's largest telecom operators: Beeline, MegaFon, MTS, Rostelecom and T2.
The Ministry of Digital Development clarified that the list will be supplemented.
As the head of the ministry Maksut Shadaev previously noted, a technical scheme was developed together with the operators that allows access to mass services when mobile Internet is turned off. A user will need to pass a check via CAPTCHA — a system that confirms there is a human, not a bot, in front of the device.
A single procedure for interaction between telecom operators and the authorized bodies making decisions to turn mobile Internet on or off is also being discussed.
