      The initiative to switch prospective doctors and teachers to targeted education, which was recently discussed by members of the Council of Legislators of the Volga Federal District in Orenburg, may soon be advanced at the federal level. This opinion was expressed by the Chairman of the Legislative Assembly of the Nizhny Novgorod Region, Evgeny Lyulin, commenting on his social media on a bill submitted by the Russian government to the State Duma to transfer all state-funded students in medical and pharmaceutical fields to targeted education.

      "Sometimes the ideas for bills 'hang in the air.' We were just discussing in Orenburg at the Council of Legislators of the Volga Federal District the problem of staff shortages in the public sector. We came to the conclusion that all future doctors, teachers, and cultural workers studying on state-funded places should be made targeted students. And here's the news: the Russian government has submitted to the State Duma a bill to transfer state-funded students admitted after March 1, 2026, to medical and pharmaceutical universities to targeted education," wrote Evgeny Lyulin, chairman of the Legislative Assembly of the Nizhny Novgorod Region, on his social networks.

      "So far it's only doctors and pharmacists, but it's a step in the right direction. Next in line are teachers. It is known that in some regions of the Volga Federal District there are pedagogical universities where not a single (!) graduate finds work in their specialty?! It turns out the state spends considerable funds training future teachers, and they simply do not go to work in schools," noted the chairman of the regional parliament.

      "By the way, young people themselves are inclined to tackle this problem radically. The guys from the Association of Youth Parliaments of the Volga Federal District propose fining those graduates who studied on the state budget but do not want to work in their specialty. With respect to targeted students, I believe this would be fair. A student must understand their responsibility," says Evgeny Lyulin.

      "Exceptions should only be made for graduates who continue their studies — in residency or postgraduate programs. But only with the approval of the sponsor and under a new targeted contract," the speaker summarized.
