The rural settlement of Pishtan in Sharangsky District may disappear from the map of Nizhny Novgorod Oblast. The corresponding bill was drafted by regional authorities due to the absence of both residents and real property in the settlement. The document has been submitted to the Legislative Assembly.
As noted in the bill’s explanatory note, Pishtan is part of the administrative-territorial unit Starorudkinsky Selsovet. According to a statement from the territorial department of the Sharangsky district administration, household records have not been maintained in the locality since 1991 — no residential houses or residents are registered there.
The commission on abolishing the settlement, established by a decision of the Council of Deputies of the Sharangsky district, conducted an inspection and concluded that restoration of the settlement is entirely unfeasible. The commission’s act dated May 28, 2025 confirmed the absence in Pishtan of both population and property belonging to individuals and legal entities.
Additional information was obtained from the Nizhny Novgorod branch of Rosreestr. A cadastral analysis showed that no real estate objects are registered on the territory of Pishtan.
The draft law provides not only for the removal of Pishtan from the list of settlements, but also for amendments to current regional legislation concerning the transformation of municipal formations in Sharangsky District.
If adopted, the law will come into force on January 1, 2026. This complies with Rosstat’s recommendations, according to which such changes should be approved no later than the middle of the third quarter of the year preceding the new fiscal year.
Recall that in early August Nizhny Novgorod Oblast lost another settlement: in Gorodetsky District the village of Pestryakovo was incorporated into the selo of Brilyakovo. And in April the settlement Shkolny of the Purekhovsky Selsovet in Chkalovsk was abolished, where no one had lived for more than two decades.
It was previously reported that since 2003, 119 settlements in the region have been abolished, while only four new ones have been created. In June 2025 the region underwent another change — Kstovsky District lost its status as an independent municipal formation and was incorporated into Nizhny Novgorod.
We add that at the beginning of 2025 the region had 4,841 inhabited localities. At the same time, one in six of them has no permanent residents.
