      Significant amendments have been proposed to the Nizhny Novgorod Oblast law on the free provision of land plots. The relevant bill, developed by the regional government, was submitted to the Legislative Assembly in September 2025.

      As noted in the explanatory note to the document, the main goal of the initiative is to expand the list of categories of citizens who can receive a plot free of charge.

      In particular, it is proposed to grant this right to residents who received housing under the federal program "Comprehensive Development of Rural Territories." They would be able to claim land after 10 years of employment under a labor contract with an employer participating in the program.

      It is also proposed to extend the right to receive a plot for the construction of an individual house to persons awarded the title "Honorary Citizen of Nizhny Novgorod Oblast."

      At the proposal of the Main Directorate of the Ministry of Internal Affairs for the region, the bill includes employees of internal affairs bodies, federal civil servants and employees of the Ministry of Internal Affairs system who participated in the performance of tasks within the framework of the special military operation. It is proposed to allocate plots to them for personal subsidiary farming (PSF).

      Another important change concerns large families. If no fewer than three children are born after receiving land for individual housing construction (IHC), it is proposed to also allocate a plot for personal subsidiary farming (PSF).

      Separate attention is paid to citizens who actually use land plots with residential houses built before 31 December 2010 but who have not formalized property rights. The right to the free transfer of such plots is proposed to be granted to the following categories:

      - low-income families and individuals living alone with income below the subsistence minimum;

      - families with children with disabilities;

      - persons with disabilities of groups I and II, as well as families that include such disabled persons;

      - old-age pensioners, as well as women aged 55 and older and men aged 60 and older receiving other types of pensions.

      In addition, the bill provides for differentiation of plot sizes for individual housing construction depending on the category of recipients.

      Earlier it was reported that the State Duma proposed giving large families 1 million rubles instead of a land plot.
