      As of September 1, new rules affecting owners of dachas and plots used for gardening and horticulture have come into force in Russia. The changes are set out in Federal Law No. 353-FZ of July 31, 2025.

      According to the law, it is now prohibited to sell residential and garden houses, as well as outbuildings, separately from the land plot. Such objects also cannot be divided among several owners.

      In particular, the document provides for a ban on the sale of buildings without attachment to the land (part 6 of Article 23) and a ban on dividing residential and garden houses, outbuildings and garages among different owners (part 5 of Article 23).

      In addition, the new law prohibits creating garden plots on territories where, by law, gardening or horticulture for personal needs is not permitted. This concerns, for example, agricultural lands classified as arable land, as well as plots within populated areas where such use is not provided for by urban planning regulations.

      The document also clarifies a number of key concepts, such as "garden land plot," "outbuildings," "common property" and "contributions."

      Besides that, the law separates the regulation of collective and individual gardening and horticulture, introducing clearer legal frameworks for each type.

      Earlier it was reported that from September 1, 2025, Resolution No. 826 will come into force in Russia, establishing new criteria for recognizing land plots in populated areas, as well as garden and horticultural lands, as unused. If these requirements are not met, plots may be seized from owners.
