From January 1, 2026, a tourist tax will come into effect in Arzamas. This decision was made by deputies of the Arzamas City Duma, the city administration reported.

According to the information, the tax will be collected from organizations and individuals providing accommodation services in hotels and other temporary lodging facilities.

In 2026 the tax will be charged at 1% of the cost of accommodation in accredited hotels, with a minimum amount of 100 rubles per day. In subsequent years the rate will increase by 1% annually until it reaches 4% in 2029.

Some categories of citizens are entitled to benefits — for example, city residents with local registration are exempt from paying the tax.

Funds received from the tourist tax will be directed to the municipal budget and used to develop Arzamas’s tourist infrastructure.

Recall that the law introducing the tourist tax was signed by Vladimir Putin in July 2024. The document grants local authorities the right to independently determine the need for and rate of the tax. The maximum tax rate is set at 1% of the cost of accommodation in hotels. At the same time, the rate will increase by one percentage point each year until 2029, after which it will not exceed 5%. All funds collected from the tax will be paid into the regional budget.

Since 2025 the tourist levy has come into effect in three municipal districts of the Nizhny Novgorod region — Gorodetsky, Balakhninsky and Kstovsky. As the regional tourism ministry previously explained, the decision to introduce the tax remains with the municipalities, and the collected funds will be used to develop the territories.
