The 12th session of the Association of Youth Parliaments under the legislative bodies of the subjects of the Russian Federation in the Volga Federal District took place in Orenburg. It was attended by the chairman of the Council of Legislators of the Volga Federal District, speaker of the Legislative Assembly of Nizhny Novgorod Oblast Evgeny Lyulin; deputy plenipotentiary representative of the President of the Russian Federation Oleg Mashkovtsev; representatives of legislative bodies; members of youth parliaments of the subjects of the Russian Federation; and the Youth Council under the Council of the Republic of the National Assembly of the Republic of Belarus. One of the main topics of discussion was involving young parliamentarians in the decision-making process on matters affecting youth interests.
Participants discussed working practices in the regions of the Volga Federal District. It was noted that in 11 of the district’s 14 subjects, youth parliaments have the right of legislative initiative. Thanks to this, young people actively influence the agenda. For example, young parliamentarians in Orenburg proposed establishing an Archive Worker's Day and prepared a proposal to ban dangerous nicotine-containing mixtures, which was considered at the federal level. At the initiative of the youth parliament at the Legislative Assembly of Nizhny Novgorod Oblast, a law was adopted allowing young specialists in the agro-industrial complex to receive housing payments of 2 million rubles.
The Association of Youth Parliaments proposed that the legislative bodies of the Volga Federal District take the position of young people into account when considering bills on youth policy and those affecting the interests of the younger generation.
Particular attention was paid to modern approaches to working with youth. Thus, in Nizhny Novgorod Oblast a unique mobile application called "Youth Parliament" has been developed. It allows young people to propose their ideas and participate in proposed projects. The session also highlighted such formats of working with youth as the "School for the Young Politician" in Mordovia and Orenburg Oblast, hiking trips with the governor in Ulyanovsk Oblast, and internships as assistants to deputies in Saratov Oblast and the Republic of Mari El.
As a result of the discussion, recommendations were adopted for youth parliaments in all regions of the Volga Federal District.
"We can see today how the youth of the Volga Federal District in recent years has actively engaged in real legislative processes. Young people have not only become better versed in legal issues but also actively participate in the life of the region and influence decision-making by the authorities. Today's initiatives by young parliamentarians are aimed at solving real youth problems, and some of them are already making a significant contribution to the development of their regions," said Evgeny Lyulin.
In addition, participants discussed reports on the current employment situation in the regions of the Volga Federal District. Data showed that in 2024 only 71% of graduates in the Volga region found jobs in their field. It was noted that it is particularly difficult for graduates of vocational colleges in trade specialties to find work — only half of them find employment.
"Our task is to propose practical solutions that will help young specialists remain in the regions, gain confidence in the future, and provide the district's economy with qualified personnel. We have prepared concrete proposals for federal authorities," said Vladimir Moskalenko, coordinator of the Association of Youth Parliaments of the Volga Federal District.
As an initiative, young lawmakers propose giving students of secondary vocational education the opportunity to master a related profession while still studying. This will raise their qualifications and expand the range of specialties available to them when looking for work.
