      A bill has been introduced in the State Duma aimed at protecting socially vulnerable groups by regulating expenditures on housing and utility services. Yaroslav Nilov, Chair of the State Duma Committee on Labor and Social Policy, discussed the initiative in an interview with the TV channel "360."

      The bill provides for the establishment of a maximum threshold for housing and utility expenses for different categories of citizens. For pensioners and large families it is proposed to limit these expenses to 10% of total family income. For other citizens, the maximum will be 15%. At present, a federal standard of 22% applies to all categories of citizens.

      Nilov stressed that the main goal of the initiative is to adjust the federal standard to avoid dependence on the financial capabilities of regional budgets. He also noted that the bill highlights specific social groups in need of support, such as pensioners and large families.

      The initiative is based on an existing regulatory mechanism but changes only the limit values, which will allow a greater number of citizens to count on state support. The bill has already been submitted for consideration to the State Duma.
