A meeting of the Committee on Ecology and Natural Resources was held in the Legislative Assembly of the Nizhny Novgorod Region. The main topic of discussion was the application in our region of the Leningrad Region's experience in using special cameras for automatic recording of unauthorized dumping of waste from vehicles.
The meeting was attended by Deputy Chairman of the Legislative Assembly Denis Bakiev, deputies of the Legislative Assembly, representatives of the regional government and experts in the field.
Parliamentarians emphasized that the problem of unauthorized dumping of waste, especially near container sites, remains relevant for the region. One possible solution to this problem could be the installation of video-recording cameras similar to those that already operate successfully to monitor traffic violations.
"Garbage-site cameras are already working successfully in Nizhny Novgorod, Vyksa and Dzerzhinsk, and by the end of 2026 the region plans to install another 1,200 units of violation-recording equipment. The introduction of modern technologies in the environmental sphere should teach citizens to be more conscious and caring about the environment," stressed Legislative Assembly Chairman Yevgeny Lyulin.
The government report noted that today there are various technical solutions for holding people accountable for dumping in unauthorized places, but the main condition is that the device operates in automatic mode.
"We have agreed with one of the companies to launch a pilot project in the region this autumn. We will be provided with both stationary technical means for recording violations and mobile ones for inspectors who will be able to detect such incidents. Locations where this problem is particularly acute have already been identified. It is from these points that we will start testing the system," said First Deputy Minister of Ecology and Natural Resources of the Nizhny Novgorod Region Artem Bafanov.
At the meeting it was emphasized that this experience has already proven its effectiveness in the Leningrad Region. Specialists from the Nizhny Novgorod Region have already analyzed their methods of work, studied the legal framework and judicial practice.
Chairman of the Committee on Ecology and Natural Resources Vladislav Atmakhov noted: "We want the cameras that bring order to the roads to appear at container sites as well. Often residents, seeing overflowing bins, still leave garbage next to them, creating dumps. This overloads regional operators and local governments, and creates inconvenience for people. Installing cameras is the next step in our systematic work to bring order to waste management. Budget discussions are ahead, and we are already working on the financing of this solution."
