      A meeting of the Committee on Urban Development, Property and Land Relations was held in the Legislative Assembly. Parliamentarians discussed the execution of concession agreements for the construction of schools in the Nizhny Novgorod Region in 2023–2025.

      The meeting was attended by Deputy Chairman of the Legislative Assembly Denis Bakiev, deputies of the regional parliament, and representatives of the regional government.

      During the report by the General Director of the Nizhny Novgorod Region Development Corporation Igor Ishchenko, a report was presented on the implementation of the project to erect 13 new educational institutions in various districts of Nizhny Novgorod, as well as in the Kstovo, Vyksa, Bor and Arzamas districts. The outcome of the work should be the creation of more than 14 thousand new student places.

      The construction of 13 schools using the concession model in the region is overseen by the Nizhny Novgorod Region Development Corporation. Eleven schools have already been commissioned.

      Deputies heard information about the technical characteristics of each facility, their design capacity and commissioning timelines. Particular attention was paid not only to the deadlines for delivering the facilities but also to their equipment. According to the speaker, the new schools meet modern standards: they include spacious sports halls, assembly halls, swimming pools, as well as specialized classrooms for studying physics, chemistry and biology with laboratories. The presence of workshops for technology lessons — for working with metal, wood and fabrics — cooking and home economics classrooms was noted separately, which will allow students to receive high-quality practical education.

      Deputies stressed the importance of continuous monitoring of construction progress and the quality of the work being carried out so that children arrive at fully ready, safe and modern educational institutions on September 1.

      “So that children do not have to return from school at night, it is necessary to eliminate the shortage of school places in growing urban districts and areas of the region. A concrete solution is a construction program implemented through concession agreements. This allows not just the construction of standard buildings, but schools immediately equipped with modern equipment, ready to provide children with comprehensive practical education. Our main focus now is not to fall behind schedule on commissioning the remaining facilities so that by September 1, 2025 the task of eliminating the second shift is solved for an additional 14 thousand students,” emphasized Chairman of the Legislative Assembly of the Nizhny Novgorod Region Yevgeny Lyulin.

      “All efforts are now focused on ensuring that by the start of the school year children and teachers have at their disposal excellently equipped, high-tech and safe schools. The time when housing was built without schools is gone forever. Today in the region not a single square meter is put into use without provision of social infrastructure. Synchronizing the construction of residential neighborhoods and new educational institutions is our key achievement and a strict rule,” noted Chairman of the regional parliament’s Committee on Urban Development, Property and Land Relations of the Legislative Assembly of the Nizhny Novgorod Region Vasily Sukhanov.
