      Seventy-four "black" lenders were identified in the regions where the Volgo‑Vyatka Main Directorate of the Bank of Russia (VVGU) operates in the first half of 2025, the directorate’s press service reports. The largest number — 21 — was recorded in Samara Oblast. Fourteen illegal lenders were found in Nizhny Novgorod Oblast.

      They most often operate under the guise of consignment shops while issuing loans secured by property — in other words, they are effectively providing pawnshop services illegally. Clients of such "black" lenders may face inflated interest rates or risk losing the property pledged as collateral.

      It is noted that non‑local illegal organizations may be operating in the regions, many of them online.

      "To avoid becoming a client of a dishonest company, you need to check whether it is listed in the Directory of Financial Organizations on the Bank of Russia’s website," recommends Ekaterina Kotina, head of the department for combating illegal activity at the Volgo‑Vyatka Main Directorate of the Bank of Russia.
