      Roskomnadzor restricts calls via Telegram and WhatsApp* to combat fraud, extortion and involvement in sabotage and terrorist acts. This was reported by the TV channel "360."

      The agency made the decision based on data from law enforcement and complaints from citizens, despite the messaging apps ignoring previous demands. Other features of the services are not affected.

      The Ministry of Digital Development reported that the "Antifraud" system, to which telecom operators are connected, reduced the number of fraudulent calls by 90%. In response, fraudsters began using foreign messaging apps, but operators cannot completely block such calls.

      Roskomnadzor stated that Telegram and WhatsApp* repeatedly ignored Russian legislation and requests from law enforcement. Calls will be restored only after compliance with legal requirements. Domestic messenger alternatives with full infrastructure protection remain available to users.
