      On August 8, 2025, a meeting of the council under the plenipotentiary representative of the President of Russia in the Volga Federal District took place in Perm. The meeting was chaired by Igor Komarov. The main topic of the meeting was the social support system for participants in the special military operation and their family members in the district's regions.

      Participants included deputies of the plenipotentiary, heads of the PfO subjects, including Gleb Nikitin, governor of Nizhny Novgorod Region, as well as Yuri Arsentiev, chairman of the council of leaders of territorial offices of the Ministry of Internal Affairs of Russia in the district.

      Opening the meeting, Igor Komarov noted that a comprehensive system of assistance measures for SVO participants operates in the districts. He emphasized that the support focuses on promptness, targeting, and comprehensiveness, combining federal standards with local initiatives. Regional branches of the "Defenders of the Fatherland" fund are actively involved in the work.

      He clarified that about 200 consolidated support measures are currently in place in the PfO. They cover employment, entrepreneurship, medical and psychological assistance, as well as legal support. A significant portion of these measures aims to improve the living conditions of families of servicemen during their participation in the special operation.

      The plenipotentiary stressed that the organized work in the regions aligns with the tasks set by President Vladimir Putin. Komarov also highlighted the importance of integrating veterans into civilian life: in his opinion, every returning soldier should have the opportunity to realize themselves after service.

      He reported that educational programs of the "Time of Heroes" type have been launched in all the district's regions. Currently, 1,088 finalists have been identified, 645 of whom will begin in-person training, and 443 active servicemen are included in the reserve. In several regions, training has already commenced. Additionally, in 2024, 60 SVO veterans became deputies at various levels.

      Komarov also praised the contributions of volunteers and public organizations, which continue to actively deliver humanitarian aid to servicemen. Many residents consider this their personal duty.

      During the meeting, participants analyzed current practices for supporting soldiers and their families. Regional leaders shared achievements and planned initiatives.

      In his speech, Gleb Nikitin, governor of Nizhny Novgorod Region, reported that regional projects are being implemented to train, employ, and actively involve SVO participants in community life.

      He reminded that in January, the program "Heroes. Nizhny Novgorod Region" was launched— a regional version of the federal project "Time of Heroes." Its goal is to prepare professional managers from among SVO participants for further work in government bodies and the public sector. The in-person training phase for 60 participants started on August 4 and will continue until the end of July 2026.

      According to Nikitin, a project called "Create Your Career" is also active in the region, which has already employed 31 veterans. The program is based on an individual route that includes career guidance, training, support during adaptation, and employment assistance. Interaction with businesses is ongoing: large regional companies have already opened over 200 job vacancies for former fighters. Non-profit organizations are also involved in this effort.

      The organization of retraining, psychological and social support, consultations, and career guidance is handled by the regional labor and employment department.

      The governor noted that an interagency commission for coordinating support for SVO participants and their families operates in the region. Delegations visit municipalities to discuss issues related to medical check-ups, treatment, employment, and psychological assistance. This applies to both servicemen and their relatives. Nikitin also paid particular attention to the military social contract mechanism in the region.
