Based on the results of the All-Russian contest conducted by the Ministry of Finance and the Bank of Russia, Nizhny Novgorod Region received the status of "Capital of Financial Culture" in 2025, presenting a new interactive project "Resident of the Capital of Financial Culture." Its goal is to promote financial literacy and cyber literacy through game-based, interactive, and competitive elements.
"The main task of the project is to attract as many residents of Nizhny Novgorod as possible to thoughtful attitude towards personal finances. In a month, over 24,000 people became 'residents of the Capital of Financial Culture,' and this number is increasing daily. They study educational materials, take courses, complete tests on financial literacy, earn points for it, and exchange them for branded products, excursions, and tickets. For example, points can be used for tickets to tours of the undergrounds of Nizhny Novgorod Kremlin, performances at the Youth Theater, Drama Theatre, Opera and Ballet Theatre, or for permanent exhibitions at our museums. The most active resident has already earned over 37,000 points," said Egor Polyakov, Deputy Governor of Nizhny Novgorod Region.
The project's goal is to enable residents to access a large amount of necessary information in one place quickly, conveniently, and interactively. The project is implemented by the Ministry of Finance and the Ministry of Digital Development of Nizhny Novgorod Region in close cooperation with the Volga-Vyatka Main Directorate of the Bank of Russia.
"The online portal 'Resident of the Capital of Financial Culture' is an important tool for increasing financial literacy and developing the financial culture of regional residents. The project provides access to up-to-date and useful information necessary for effective personal budget management. The content on the portal helps understand the principles of safe behavior in the financial market, develop useful financial habits, and confidently navigate issues related to crediting, insurance, and investing," noted Larisa Pavlova, Head of the Volga-Vyatka Main Directorate of the Bank of Russia.
The points balance can be tracked in the personal account on the portal, and the mechanism for earning points can be reviewed at: https://fincult.nobl.ru/bally-gramotnosti.
The portal also publishes a calendar of financial literacy events. Residents can choose the most interesting events for themselves and participate in them, providing an opportunity for direct communication with experts.
User registration on the "Resident of the Capital of Financial Culture" portal is done through “Gosuslugi.” The mobile application "Resident of the Capital of Financial Culture" is available for smartphones on Android and iOS platforms, in the RuStore, App Store, and Google Play app stores.
