      In the Nizhny Novgorod Region, 84% of recipients of regional family (maternity) capital have since July chosen the option of regular monthly payments ranging from 10,000 to 30,000 rubles. The “Parent’s Salary” will be paid for three years. The main parental income "Osnova" is a regional support measure implemented in accordance with the goals of the national project "Family" during the Five-Year Family Program of the Nizhny Novgorod Region. The total support per child born can reach up to 1 million rubles, including regional and federal payments. A family with a newborn has the right to choose: receive a lump sum targeted payment or enroll in the “Parent’s Salary” to receive monthly funds. This approach allows families to decide how to better manage support measures. The main parental income "Osnova" is provided to all families with a new child, regardless of need. The only conditions are temporary or permanent registration of the mother and child within the region, and the registration of the child's birth with local registry offices. The first month after the program's launch showed that families in the Nizhny Novgorod Region highly appreciated the opportunity to receive regular income in the form of the “Parent’s Salary.” The preference for this format indicates that monthly support is most convenient and in demand, helping families plan their budgets and create comfortable conditions for raising children here and now, stated Евгений Журавлев, Director of the “Institute of Demographic Development.” As previously stated by the governor of the Nizhny Novgorod Region, Gleb Nikitin, raising children is a responsible task, and a parent is a complex but prestigious profession. "If being a parent is a profession, then there should be a salary," said Gleb Nikitin, summarizing the Year of the Family in the region. The main parental income can be received as a monthly “Parent’s Salary,” a large targeted payment, or a combination of both depending on the order of the child's birth. If children are born close together or as twins, payments can overlap and cumulate. For the first child, the family can receive up to 360,000 rubles in the form of “Parent’s Salary” — 10,000 rubles per month for three years. Including the federal maternity capital, the total amount reaches 1 million rubles. When subsequent children are born, families can choose their method of receiving parental income. For the second child, monthly payments are available for three years at 22,222 rubles or a one-time payment of 500,000 rubles, plus 20,000 rubles for 15 months, with the remaining amount up to a million covered by federal maternity capital. Starting from the third child, the entire million is allocated by the region. A family with multiple children can claim a one-time payment of 700,000 rubles and monthly payments of 30,000 rubles for ten months, or solely monthly payments of 30,000 rubles for three years. From the fourth child onward, parents can choose monthly payments over three years of 30,000 rubles or a lump sum of 1 million rubles. The “Parent’s Salary” is transferred to a bank card and can be used for any purpose: from purchasing medications to organizing family celebrations and travel. Targeted payments can be spent on mortgage payments, university or college tuition, gasification, or buying a new car, ready or in construction, including shares. The support measure in the form of the main parental income was developed based on data from a two-stage study conducted by the Institute of Demographic Development in 2024, where 62% of Nizhny Novgorod residents expressed a desire to receive monthly cash payments for children until adulthood instead of or alongside targeted payments. The new program fully meets family expectations, offering flexible payment options and a wide range of eligible expenses.
