At the session of the Legislative Assembly of the Nizhny Novgorod Region held on July 31, deputies rejected the initiative to introduce a moratorium on the increase of tariffs for housing and communal services.

The proposal was made by the Communist Party faction. The communists insisted not only on a temporary freeze on prices but also on reducing the maximum allowable share of family expenses on paying for housing and communal services—from the current 22% to a level of 10-15%.

Faction leader Roman KabeShov reminded that the issue was proposed to be discussed in June at a meeting of the relevant committee, before the next planned tariff increase. However, the consideration of the initiative was postponed.

According to the communists, the tariff growth that began in 2023 already exceeds the official inflation rate.

The rate of price increase for utilities is outpacing the indexation of social benefits, the КПРФ faction notes. This, in turn, leads to a worsening situation for low-income citizens who, upon falling into debt, lose their right to benefits when paying for housing and communal services.

Despite the arguments presented, only 11 parliamentarians supported the КПРФ initiative. One abstained, and 28 opposed it.

Earlier, residents of Nizhny Novgorod were informed about ways to save on housing and communal services after the July tariff indexation.
