The President of Russia, Vladimir Putin, signed a law placing responsibility on landowners for the identification and destruction of invasive plants that threaten the environment and public health. The document is posted on the official legal information portal.
Let’s recall that the law was adopted by the State Duma deputies on July 16. It aims to prevent the uncontrolled spread of non-native species, including Heracleum sosnowskyi. The law defines such plants as capable of damaging ecosystems, biodiversity, public health, and the economy.
According to the law, the obligation to combat dangerous species lies not only with landowners but also with holders of public servitudes. For example, when using land for roads, power lines, or pipelines. They must plan and implement measures for the detection and destruction of such plants.
The law will come into force on March 1, 2026. Until then, regional and federal authorities must prepare the necessary regulatory acts, and land users must include relevant expenses in their plans. This will enable the full implementation of the new requirements by the start of the 2026 growing season.
It was previously reported that the ZSNO initiated the creation of a headquarters for the fight against Heracleum sosnowskyi. Additionally, in March, Evgeny Lyulin criticized the efforts against Heracleum sosnowskyi in Nizhny Novgorod Region. According to him, significant funds are allocated for this, but there is no effect.
