Service members, volunteers, who are currently participating or have previously participated in the special military operation, as well as their children, have special rights when enrolling in undergraduate and specialist degree programs. These rights are enshrined in Federal Law No. 273-FZ of December 29, 2012, "On Education in the Russian Federation." According to the law, admission considers not only the results of the Unified State Exam (USE) and entrance examinations but also individual achievements, including service by conscription, contract, or mobilization in the Armed Forces of the Russian Federation, as well as participation in volunteer formations within the framework of the special military operation. If these persons participated in the operation, reflected an armed invasion on Russian territory, or protected the border in regions adjacent to the operation zone, they and their children may be eligible for a separate quota when entering budget-funded places at the expense of federal, regional, or local budgets. Supporting documents for servicemen are issued at military units, while for other categories of citizens—at military commissariats of municipal entities.
