"Independent observers will face an important task—ensuring the rights of voters, as well as the openness, transparency, and legality of the elections. The knowledge gained will enable observers to perform their duties professionally at polling stations, clearly and fully in accordance with the law," emphasized Roman Golubin, chairman of the regional Public Chamber commission on the implementation of basic state policies for preserving and strengthening traditional Russian spiritual and moral values. During the seminar, participants discussed the basics of electoral law, the rights and responsibilities of public observers, analyzed possible difficult situations during voting, and developed an action algorithm for such cases. "This information will help clarify the nuances of public observation and ensure that all legal norms are observed at the polling station," said Konstantin Kargin, chairman of the regional Public Chamber commission on legislation and citizens' rights protection. About 3,000 public observers are planned to be prepared by the Public Chamber of the Nizhny Novgorod Region for the September elections of representative bodies of municipalities. They will be able to work at all polling stations on voting days.
