Russian law enforcement authorities extradited former construction company executive Alexander Delis from Turkey, suspected of embezzling hundreds of millions of rubles collected from co-investors.
As stated by the official spokesperson of the Russian Ministry of Internal Affairs, Irina Volk, between 2012 and 2017, the accused, using his official position, organized a criminal group. The participants of the scheme unlawfully appropriated about 600 million rubles received from citizens who invested in shared construction projects in Moscow, Volgograd, and other regions.
A criminal case was initiated in 2017 due to delays in the construction of the Nizhny Novgorod residential complex "Novinki Smart City." The investigation classified the defendant's actions under articles concerning abuse of official powers, embezzlement, and money laundering of proceeds obtained through criminal means. At that time, Delis left Russia, and the court in absentia imposed a detention measure. In November of the same year, he was put on the international wanted list.
In May 2025, the suspect was detained in Cyprus. Subsequently, he was transported to Istanbul, where representatives of Turkish authorities handed him over to officers of the Russian Interpol bureau.
Alexander Delis is the former chairman of the board of directors of the Kvartstroy group of companies. This organization conducted residential building projects in the Nizhny Novgorod region, including the "European" residential complex and "Novinki Smart City," but these projects became long-term unfinished constructions. After work was halted, about 1,800 co-investors were defrauded solely in the "Novinki Smart City" residential complex.
It was previously reported that the completion of the "House on Gorky" residential complex was discussed with the co-investors.
