      On July 22, a meeting of the Committee on Urban Development, Property, and Land Relations was held in the Legislative Assembly of the region.

      Deputies discussed the possibilities of constructing multi-apartment buildings considering the needs of large families—specifically with four- and five-room apartments. The chairman of the Legislative Assembly of the Nizhny Novgorod region, Yevgeny Lyulin, tasked the committee with developing support measures for large families across various areas.

      Participants in the meeting included Deputy Chairman of the Legislative Assembly Denis Bakiev, regional parliament deputies, and representatives of the regional government.

      "50% of the time during meetings with large families, we discuss housing issues. We allocate land to large families for individual housing construction, but some of them prefer to live in spacious city apartments. Solving this is not so simple. Today, developers do not generally offer 5-6-room economy-class apartments suitable for large families. It is not financially viable. Therefore, we need to create a municipal housing bank for social rentals to stimulate birth rates and improve living conditions," emphasized Yevgeny Lyulin.

      According to surveys conducted by local government bodies, at least 1,729 large families are registered as needing housing. Of these, no less than 1,164 families require three-room apartments, at least 348 need four-room apartments, at least 50 require five-room apartments, and no less than 36 need six-room apartments.

      "This is one of the key fundamental factors in solving demographic problems. We propose developing mechanisms for creating housing that will be provided through social rental with flexible conditions. For example, upon the birth of a third child—providing a three-room apartment, and upon the subsequent birth—offering the opportunity to move into larger housing or receive a fifty percent discount on housing and utilities payments. We will continue discussing this topic with the government and propose including this initiative in the program for achieving demographic stability, 'OSNOVA—Nizhny Novgorod Life Project,' which is being implemented in the region," said Vasily Sukhanov, chairman of the regional parliamentary committee on urban development, property, and land relations.
