A meeting of the Ecology and Natural Resources Committee was held in the Legislative Assembly of the Nizhny Novgorod Region, chaired by Vladislav Atmakhov. One of the main topics discussed was the results of monitoring the law "On Production and Consumption Waste." Participants included Deputy Chairman of the Legislative Assembly Denis Bakiev, deputies, government representatives of the region, oversight agencies, and environmental public figures.
The deputies presented a set of recommendations to improve waste management practices. Special attention was paid to the problem of overflowing container sites on the city’s main streets, where cafes, restaurants, and shops most often use container sites intended for residents to accumulate waste. To address this issue, it was proposed to amend regulatory acts of the regional government to require businesses to set up their own waste accumulation sites or to sign contracts with owners of used container sites. Experts believe this will help unload containers in residential areas and prioritize residents.
"Lower Novgorod is actively developing as a tourist center, and the cleanliness of our streets is fundamentally important for visitors and residents. The key task is to prevent overflow of container sites, especially on large pedestrian streets. This requires systemic work with catering enterprises. One possible solution is to obligate all cafes, bars, and restaurants to set up their own container sites and encourage them to sign contracts with regional operators for waste removal based on actual waste generated, rather than normative. Additionally, it is proposed to significantly increase the waste generation norm for such legal entities. This will eliminate the dumping of commercial waste into public containers, prevent overflow, and ensure timely removal," noted Vladislav Atmakhov.
The committee acknowledged progress in infrastructure development: in 2025, 198 new container sites are planned to be installed in the region, along with the purchase of 453 bins.
The MPs also discussed issues related to the recycling of car tires and medical waste. For tires, which are often stored at container sites, a collection system through specialized points was proposed.
An important aspect of the discussion was video surveillance of container sites. Projects implemented in several municipalities have already proven effective: cameras record violations and monitor garbage collection schedules. By the end of 2025, it is planned to install 2,000 cameras integrated into the "Safe City" system.
"Our goal is not only to address problems but also to create conditions where businesses and residents can jointly maintain cleanliness. New rules for waste management, video surveillance, and infrastructure projects are steps that will help keep the region’s streets clean," believes the chairman of the Regional Legislative Assembly, Yevgeny Lyulin.
