      Society: State Duma deputies are discussing increasing the minimum debt amount for temporarily restricting the right to leave the country. Chairman of the Labor Committee Yaroslav Nilov announced this to the "360" TV channel.

      Nilov called for applying the exit ban only to persistent violators and debtors with serious debts, rather than to those unaware of fines. Currently, the restriction is imposed for debts exceeding 30,000 rubles or 10,000 rubles after two months of overdue. The new bill proposes raising these thresholds to 90,000 and 30,000 rubles, respectively.

      Nilov noted that the current limits were set in 2017 when the minimum wage was 7,500 rubles.

      Tourism lawyer Eduard Shalonosov supported the initiative, stating that the current threshold of 30,000 rubles is outdated and creates unjustified restrictions. He emphasized that the decision to impose the ban should be made by a court, not bailiffs, and suggested automatic lifting of restrictions once the debt is settled.

      However, the initiative does not affect debts for alimony, compensation for the breadwinner’s death, damages, or moral harm.

      As of May 2025, more than 215,000 residents of the Nizhny Novgorod region could not leave Russia due to accumulated debts. The total debt exceeded 23.4 billion rubles, with nearly 9,500 individuals listed as non-payers of alimony. The total of such debts amounts to about 1.5 billion rubles.
