      Assistance and support for participants of the special military operation and their families remain a key priority for the state and the party, as Dmitry Medvedev particularly emphasized at the meeting of the Bureau of the Supreme Council, where proposals to support service members were discussed. "With active party involvement, for the first time in the country's history, a comprehensive infrastructure has been established that cares for and supports veterans and their families, even before hostilities cease. Everything is being done so that our defenders feel supported and appreciated by society through tangible actions," he said. The main focus of this work is legislative. Since the start of the special military operation, more than 140 initiatives aimed at strengthening the status and support of service members and their families have been adopted. "Among the latest initiatives approved by the Duma are a law cancelling state duties for certain judicial cases for participants in the special operation, as well as a law granting up to 35 days of leave to family members of wounded soldiers. Additionally, the Duma is currently reviewing our bill to limit the maximum period for one-time benefits to 15 days in cases of death or injury of a service member," Dmitry Medvedev reported. Preparations are also underway for bills that will guarantee free travel for SVO participants to medical and military commissions, and will establish social guarantees for the children of SVO participants in their final year of school, clarified the Chairman of "United Russia." Furthermore, the party helps veterans start their own businesses through the "SVO Business" program or undergo retraining to find new employment via the party projects "My Career with United Russia" and "Digital Russia." The authorities of many regions are implementing additional support programs at the initiative of the party. The Chairman of "United Russia" has tasked to continue this work, focusing on two main points. "Firstly, to improve the existing support system. We need to analyze how this work is progressing across specific federal agencies, using the party platform for this purpose. Secondly, it is vital that after returning to civilian life, veterans of the special operation are discharged from the army as comfortably as possible. This includes medical and psychological rehabilitation for veterans and their families, as well as professional integration of former military personnel into civilian employment," he explained. Dmitry Medvedev reminded that "United Russia" was the first to respond to the Head of State’s call for broad engagement of SVO participants in political and public life. "As a result of the preliminary voting ahead of this year’s Unified Election Day, 827 SVO participants emerged as winners. I am confident that all will perform well in their electoral campaigns. I have personally met with some of them, as have my colleagues here, within various programs, including 'Heroes’ Time.' These are always very constructive meetings," he said. The Chairman of the Supreme Council of "United Russia," Boris Gryzlov, noted that work with SVO veterans is under special control of the Bureau of the Supreme Council. "Last year, we focused extensively on the rehabilitation and habilitation of SVO veterans. Assignments were given to the Central Executive Committee to regularly gather information on the capacities and needs for rehabilitation equipment in our regions," he emphasized in his speech. Representatives of ministries reported on efforts with veterans and their families, as well as proposals from the Russian Federation’s State Council commission on supporting war veterans—the participants of the SVO—and their families. In conclusion, Dmitry Medvedev underlined that the goal of "United Russia" is an unequivocal victory in the elections. The main campaign theme will be dedicated to service to the Motherland. He noted that the party is competing for the votes of over 50 million voters at various levels this year. "We see this as an activation of 'United Russia’s' resources ahead of the State Duma elections. Our goal is to achieve an outright victory. Therefore, the party must enter the Duma campaign and the electoral cycle in the best possible form. We need to address existing problems and scale up the most effective practices used in preparation for voting day," Medvedev concluded. Vladimir Yakushev, Secretary of the party’s Higher Council, remarked that the party’s positions have strengthened in recent years, and support levels have increased. "Over the past years, the party’s position has improved in many regions, and its support has grown. This is partly due to the country’s overall course and the consolidation around our President. Additionally, 'United Russia' consistently proves its willingness to help in the most challenging situations through real actions. This principle will guide us further," he emphasized. In the Nizhny Novgorod region, various programs and projects are being implemented for SVO participants and their families, including professional training and retraining initiatives. The most significant is the regional program "Heroes of Nizhny Novgorod," launched in spring 2025, initiated by Governor Gleb Sergeyevich Nikitin. "In Nizhny Novgorod, we are executing numerous programs for SVO participants and veterans, including professional training and retraining. The most extensive initiative is 'Heroes of Nizhny Novgorod,' which started in spring 2025. Its goal is to prepare highly qualified personnel from among SVO participants and veterans for work in government bodies, state sector companies, and businesses. Today, a new federal educational project — 'SVO Business' — has been launched in our region. It’s an excellent opportunity for veterans to start their own business. I am confident this program will be beneficial and lead to practical results," emphasized Gleb Nikitin, Secretary of the Nizhny Novgorod regional branch of "United Russia" and Governor of Nizhny Novgorod. Particular attention is paid to employment support for SVO participants and their families. Interagency cooperation is actively pursued. Several cooperation agreements have been signed between the regional labor and employment authority, "Work Russia" recruitment center, the "Defenders of the Fatherland" fund, various project offices, and the non-profit sector. Based at the "Defenders of the Fatherland" fund, a team has been formed and is operating within the Inclusive Project Office for employment of people with disabilities at the Nizhny Novgorod "Work Russia" Center. Support for SVO participants and their families remains a priority for the party and a key item of the "United Russia" people's program.
