Access to forests is prohibited for citizens in areas with established classes 4 and 5 of fire hazard. A partial 4th class of fire hazard has been established in 14 municipal districts: Dzerzhinsk urban district, Balahninsky, Bogorodsky, Buturlinsky, Volodarsky, Votkinsky, Voskresensky, Knyagininsky, Krasnooktyabrsky, Pavlovsky, Pilninsky, Semyonovsky, Sergachsky, Spassky municipal districts. The full 3rd class of fire hazard has been established in 37 municipal districts: Arzamassky urban district, Vyksa urban district, Kulebaki urban district, Nizhny Novgorod urban district, Surov urban district, Bor urban district, Pervomaysk urban district, Chkalovsk urban district, Shakhunya urban district, Ardatovsky, Bolshebolshinsky, Bolshemurashkinsky, Vadskiy, Varna district, Vatsky, Vetluzhsky, Voznesensky, Gaginsky, Gorkovsky, Dalnekonstantinovsky, Diveevsky, Koverinsky, Krasnobakovsky, Kstovsky, Lukoyanovsky, Lyskovsky, Navashinsky, Perevozsky, Pochinkovsky, Sechenovsky, Sokolsky, Sosnovsky, Tonkinsky, Tonshaevsky, Urensky, Sharangsky, Shatkovsky districts.
