      New rules for payment transparency in housing and utilities services

      The Federal Service for Surveillance in Consumer Rights Protection and Human Well-being has initiated significant changes in the housing and utilities sector, which will come into effect in 2025, aimed at increasing transparency of payment documents and protecting consumers’ rights.

      The essence of these innovations lies in banning the inclusion of additional services in payment receipts without the explicit and prior consent of property owners, representing a crucial step toward regulating the public sphere and enhancing economic fairness in Russia.

      For a long time, citizens faced the problem of unauthorized inclusion of various services in their bills, such as concierge services, intercom maintenance, or property insurance, raising numerous ethical and legal questions and undermining trust in service providers.

      This practice often forced consumers, especially the elderly, to pay for services they did not request or could not refuse, highlighting the need for stronger government oversight and legal regulation.

      The initiative by Rospotrebnadzor, supported by the government, aims to address this systemic issue by ensuring property owners’ right to informed choice and consent regarding any additional services.

      Under the new rules, any inclusion of charges for extra services in housing and utilities payments will only be deemed lawful if there is an individual contract with the property owner or a decision by the residents' general meeting, significantly enhancing legal protection for citizens.

      This change not only adjusts financial flows but also reinforces principles of justice in the relationship between service providers and consumers, making the system more transparent and accountable.

      For example, according to VCIOM surveys in 2023, over 40% of Russians encountered unclear or unjustified charges on their housing bills, indicating the scale of the problem, – said Oleg Petrov, an expert in housing law.

      The implementation of these measures from 2025 is expected to fundamentally change the situation, giving consumers real control over their expenses and ensuring their rights in the housing and utilities sector.
