      Members of the Legislative Assembly of Nizhny Novgorod Region and the Committee on Social Issues of the Legislative Assembly participated in the "Government Hour" of the State Duma of the Russian Federation on July 16. The event was held via videoconference, bringing together federal and regional experts. The main topic of the meeting was strengthening the institution of the family and stimulating birth rates.

      Participants emphasized that demographic stability is a matter of national security requiring efforts consolidation across all levels of government. Special attention was given to supporting large families, housing accessibility, social benefits, and infrastructure for comfortable living. In the Nizhny Novgorod Region, this work is already delivering results: over the past ten months, the number of large families has increased by nearly 4,000, reaching a total of 35,695.

      "The Nizhny Novgorod Region is ready to lead demographic changes. We were the first in the country to introduce the 'parental salary' — since July 1, parents can receive up to 1 million rubles upon the birth or adoption of a child. Payments to mothers-heroes and adoptive families have been greatly increased. Large families can visit museums, parks, exhibitions, as well as sports clubs and sections for free. But there is still more to do. Currently, together with relevant ministries, we are working on providing hot meals for children from large families in school cafeterias and allocating additional plots for housing construction for 'big' families raising more than three children," said Evgeny Lyulin, Chairman of the Legislative Assembly of the Nizhny Novgorod Region.

      Furthermore, the meeting highlighted the need to develop infrastructure in small towns and villages so that young families can raise children in familiar environments without relocating to larger cities. The importance of involving businesses in demographic policy through corporate programs was also noted.

      The event concluded with an agreement to strengthen coordination between regions and the federal center, and to adopt a principled approach to evaluating all decisions based on their impact on demographics and large families.
