In accordance with the Decree of the Government of the Russian Federation No. 1944 dated November 21, 2023, "On Approval of the List of Cases Where the Sale of Goods Subject to Mandatory Identification Marking Is Prohibited Based on Information Contained in the State Monitoring System for the Circulation of Goods Subject to Mandatory Identification Marking, or Due to the Absence of Necessary Information About Such Goods in the Said System, and Features of Implementing the Said Prohibition for Certain Goods, as well as the Rules for Applying the Prohibition of Selling Goods Subject to Mandatory Identification Marking Based on Information in the State Monitoring System for the Circulation of Such Goods, or Due to the Lack of Necessary Information in the System, Including Rules for Obtaining Information from the Said System," a new stage of the permitting regime for marking commenced on March 1, 2025.
From March 1, 2025 — mandatory offline verification for retail sellers for the following product groups: beer, antiseptics, dietary supplements, clothing (light industry goods), footwear, tires, cameras, perfumes, dairy products, bottled water, tobacco products, medical devices, and wheelchairs.
From May 1, 2025 — mandatory offline verification for large chain stores for the same product groups.
From June 1, 2025 — mandatory offline verification for all non-alcoholic beverages.
From September 1, 2025 — offline verification for veterinary medicines becomes mandatory.
From October 1, 2025 — offline verification for rehabilitation equipment becomes mandatory.
From March 1, 2026 — offline verification will be mandatory for non-alcoholic beer, seafood (caviar), bicycles and bicycle frames, and packaged pet food.
From May 1, 2026 — offline verification for edible vegetable oils will be introduced.
From April 1, 2027 — offline verification for canned products will be introduced.
