A new feature has been added to the mobile application "Gosuslugi. Dom" for residents of multi-apartment buildings. Now, in case of an emergency, they can call the emergency dispatch service (EDS) using the official phone number that their management organization has entered into GIS Housing and Utilities (GIS ZhKH).
"If there is an emergency in a multi-apartment building, every minute counts: the sooner the management organization learns about the emergency from residents, the fewer resources will be needed to resolve it. According to Russian Government Resolution No. 416, each management organization is required to have a 24/7 EDS. The "Gosuslugi. Dom" app consolidates all housing and utility issues in one window, and now residents have quick access to the emergency service phone number," said Konstantin Mikhaylik, Deputy Minister of Construction and Housing and Utilities of Russia.
To call the dispatch service, users need to go to the app's main screen and tap the "Emergency" button. The app will indicate when it is necessary to contact the emergency dispatch service, such as if a pipe has burst, electricity has gone out, or a gas smell is detected. The current emergency phone number with a call button will be displayed at the bottom of the screen. If this number is not available, users can submit a request to their management organization. It is important to check for the number in the app in advance.
"In accordance with Ministry of Construction of Russia Order No. 79 of February 7, 2024, management organizations must specify the contact phone number of the EDS in GIS ZhKH. Before launching the emergency request, the GIS ZhKH operator’s team called all the listed numbers to verify that the numbers are correct, that the dispatch service answers calls, and that only current phone numbers are displayed in the app. Most services respond within the statutory period, and these reliable numbers are already visible to users. We will continue working with management organizations to ensure that emergency calls are accessible to all app users," said Alexander Abramkov, General Director of JSC "Operator of the Information System."
In future updates, the EDS numbers from resource-supplying organizations will also become available. Additionally, management organizations will be able to specify different phone numbers for various situations in the mobile app—for example, a separate number for the elevator maintenance service. A survey conducted by GIS ZhKH among over 1,000 management organizations showed that 26% of them have multiple numbers used depending on the address or different emergency situations.
Authorization in the app is possible through a verified account on the "Gosuslugi" portal. Residents who are not owners of the apartment or private house will need to obtain guest access from the property owner, which will allow them to manage the property and make "emergency" calls.
We remind that the Ministry of Construction of Russia, together with the Ministry of Digital Development of Russia, is actively working on developing and implementing a mobile platform to address all housing and utilities issues in one window— the "Gosuslugi. Dom" mobile application. Over two years, the app has become a reliable assistant for Russians in solving housing and utility problems. The app is built on the state housing and utilities information system (GIS ZhKH). This digital solution is developed by JSC "Operator of the Information System" with the support of the Ministry of Construction and the Ministry of Digital Development of Russia. The app is available for download in RuStore, App Store, Google Play, and AppGallery.
