      Nizhny Novgorod native Maria Kolesova, who recently became a mother of many children, shared her plans for utilizing new regional support measures. On July 7, Maria and her husband Grigory had their third child – daughter Maya. Now the family is eligible to receive regional family capital payments and to purchase children’s products from local manufacturers totaling 20,000 rubles as a “Newborn Gift.”

      “We found out we were expecting a baby girl in November, before the new support measures were adopted. Since January, when the program was approved, we have been closely following the news and studying the information. We are very happy that the baby was born after July 1, so we can take advantage of the new forms of support. The fact that the region supports families with children motivates us: if we add up all the payments due to us, it’s a very good sum!” – said Maria Kolesova.

      As reminded by the regional Ministry of Social Policy, families in Nizhny Novgorod region expecting their first or second child can receive an additional payment to the federal maternity capital — the total amount of payments will exceed 1 million rubles.

      Families expecting their third or subsequent children will receive financial support exclusively from regional funds.

      Families with a third child, including the Kolesov family, can choose either monthly payments of 30,000 rubles for three years or a targeted payment of 700,000 rubles plus monthly payments of 30,000 rubles for ten months. Families with the fourth and subsequent children will also be eligible for monthly payments of 30,000 rubles for three years or a targeted payout of 1 million rubles.

      “We chose to receive regional family capital in the form of targeted and monthly payments. We will use the targeted funds to pay off our mortgage,” shared Maria Kolesova.

      The mother of many children is also preparing to apply for the “Newborn Gift” certificate. She will receive access to a special showcase on the Ozon marketplace, where she can select everything necessary for her baby from over 200 different children’s products from local manufacturers — from furniture to hygiene products.

      “We’ll easily find what to spend our certificate on! I’d like to pick a transformable crib for the baby and choose some beautiful clothes,” Maria shared.

      It is reminded that the new regional support measures are part of the demography sustainability program “OSNOVA — Nizhny Novgorod Life Project,” developed at the initiative of the Governor of Nizhny Novgorod Gleb Nikitin within the regional Five-Year Family Plan (2025–2030).

      The main conditions for receiving these support measures include at least three years of Russian citizenship for the recipient, registration of the child’s birth with the Civil Registry Office (ZAGS) of Nizhny Novgorod region, and residence in the region throughout the payment period.       Maternity and childhood support is a key component of the new national project “Family,” launched in the country in 2025 at the initiative of Russian President Vladimir Putin. This new national project is a successor to previous national projects “Demography” and “Culture.” It aims to promote the comprehensive development of families through measures such as expanding support, creating conditions for active longevity of the older generation, and ensuring quality and accessible medical care.

      Background:

      An unprecedented set of support measures, developed by Governor Gleb Nikitin’s administration in collaboration with the Autonomous Non-Profit Organization “Demographic Development Institute,” is part of the Five-Year Family Plan in Nizhny Novgorod region.

      The primary financial support is designed for each family expecting a child. In conjunction with the federal maternity capital, the total payments per child will amount to 1 million rubles (after the birth/adoption of the third and subsequent children, all payments will be allocated from regional funds). Parents can choose how to receive the regional family capital, called “Parent’s Basic Income ‘OSNOVA’”:

      – The first child is entitled to federal maternity capital (690,000 rubles), while the regional family capital of 360,000 rubles will be paid as a salary of 10,000 rubles monthly for three years;

      – The second child is eligible for federal maternity capital of 221,000 rubles and regional capital of 800,000 rubles — which can be received in two formats: either a one-time payment of 500,000 rubles and a monthly salary of 20,000 rubles for 15 months, or only a salary of 22,000 rubles monthly for three years;

      – The third child will receive a payment of 1 million rubles exclusively from regional funds, with parents able to choose either a one-time payment of 700,000 rubles plus a salary of 30,000 rubles for 10 months or only a salary of 30,000 rubles monthly for three years;

      – For the birth of the fourth and subsequent children (also fully funded from regional funds), parents can choose either a one-time payment of 1 million rubles or a salary of 30,000 rubles monthly for three years.

      Monthly salaries can be used for any purpose. If parents opt for targeted payments, they can be spent on:

      – Down payment and/or full or partial repayment of a mortgage for purchasing an apartment in a multi-apartment building located in Nizhny Novgorod region; or for acquiring an individual house (or its part) and the land plot where it’s situated;

      – Gasification of the property located in Nizhny Novgorod region;

      – Medium or higher professional education for the child(ren) at educational institutions in the region;

      – Purchasing a residential property in a multi-apartment building in Nizhny Novgorod region;

      – Acquiring an individual house (or its part) and land plot in the region;

      – Completion of construction of an individual residential building in the region;

      – Participation in shared construction of a multi-apartment building in the region;

      – Purchase of a new passenger car, bus, or minibus manufactured no earlier than the year preceding the sale.

      Support is provided regardless of income level, but applicants must have at least three years of Russian citizenship, reside permanently or temporarily in Nizhny Novgorod region, and the child’s birth must be registered with the region’s ZAGS.

      Additionally, starting July 1, parents will receive the “Newborn Gift,” an electronic certificate worth 20,000 rubles, redeemable in a dedicated section of the Ozon marketplace. This certificate allows purchasing products needed for the baby from local manufacturers. Currently, over 200 items are available.

      For quick and convenient receipt of the main support measures (regional family certificate and “Newborn Gift”), applications should be submitted via the “Gosuslugi Nizhny Novgorod Region” portal or in person at the social protection office at the place of residence.
