      The second stage of the XXIII Congress of "United Russia" has concluded in Moscow. Three thousand delegates from across the country — Heroes of the special military operation, deputies of various levels, senators, regional heads, and experts — approved a new People's Program. This strategic document will define the main directions of the party's work for the next five years. It is based on nearly 3.5 million proposals collected over six months from all regions of Russia. The Nizhny Novgorod region was among the most active participants in this process, with over 200,000 initiatives submitted by residents of the region.

      Russian President Vladimir Putin addressed the participants of the Congress with a welcoming speech. He congratulated the delegates on the Day of the State Flag and noted that the new People's Program addresses key issues important to the people. The party chairman, Dmitry Medvedev, called the adoption of the program an important step. He emphasized that the document is the result of extensive work on collecting and analyzing citizens' proposals, and its structure covers all key areas of the country's life — from supporting families and developing the economy to technological renewal and strengthening security.

      The Nizhny Novgorod delegation, led by the secretary of the regional branch of "United Russia," Gleb Nikitin, actively participated in the Congress. The region's contribution to the formation of the new People's Program was one of the most significant: residents submitted initiatives on improving infrastructure, building social facilities, developing digital healthcare, and supporting families. "The Nizhny Novgorod region is one of the most active participants in collecting proposals for the new People's Program document. More than 200,000 initiatives came from residents of all municipalities — from the regional center to remote villages. The analysis of the appeals showed the main request — the issue of family and childhood protection, which became central in the new document. Among the key areas that residents of the Nizhny Novgorod region consider most important are strengthening demographics, supporting motherhood, preserving traditions, improving quality of life, and assisting participants of the special military operation. The task now is to ensure the quality implementation of all points at the local level," noted Gleb Nikitin.

      As emphasized by the chairman of the Legislative Assembly of the Nizhny Novgorod region, Evgeny Lyulin, the new People's Program is not a manifesto but a feedback document that allows people not only to propose ideas but also to monitor their implementation. "The People's Program of 'United Russia' adopted today at the Congress is the main strategic document that the party will follow in its work for the next five years. It is based on millions of proposals from people on the ground. They concern healthcare, education, family support, ecology, and personnel. This is a feedback document that allows people not only to submit an idea to the common pool but also to monitor its implementation. Deputies of 'United Russia' at all levels will be responsible for ensuring that people's initiatives do not remain on paper," stated Evgeny Lyulin.

      The new People's Program includes a set of measures to strengthen demographics: equipping perinatal centers and maternity hospitals, upgrading children's hospitals and clinics, and additional measures to support birth rates in regions with negative demographic dynamics.

      Regarding the demographic tasks set out in the new People's Program and the results of the second part of the XXIII Congress of "United Russia," State Duma deputy Yuri Stankevich commented: "I would like to note that the seven basic sections of the program reflect the requests and concerns of the residents of Nizhny Novgorod, both in cities and villages. Issues of population preservation, increasing the Russian core, family support, and raising birth rates are prioritized in the program. Other program tasks include developing economic potential, achieving technological leadership, ecological well-being, and security."

      On the support for motherhood and childhood in the new People's Program, Nizhny Novgorod Legislative Assembly deputy and Hero of Labor of the Russian Federation, Yulia Garevskaya, stated: "The new People's Program sets priorities: demographics, support for motherhood and childhood. The document includes annual family payments for working parents with two or more children, support for student families, construction of new kindergartens and nurseries, and major repairs of schools and kindergartens. These are measures that affect the life of every family. For the Nizhny Novgorod region, these areas have been identified as priorities," she emphasized.

      Particular attention in the document is given to preserving traditional values: promoting spiritual and moral values, strengthening cooperation with traditional religious denominations, restoring cultural heritage sites, and supporting military-patriotic actions. In the section on improving quality of life, there are plans for better housing conditions for millions of families, modernization of housing and communal services, social gasification, improvement of public spaces, renewal of public transport, and development of high-speed highways.

      A special place in the new People's Program is occupied by support for participants of the special military operation and their families. The document outlines mechanisms for medical assistance and rehabilitation, employment, retraining, and social adaptation of veterans. Priority medical support, assistance in organizing entrepreneurship, and help in employment in state and municipal service, as well as in the education and economy sectors, are provided for. "While the guys are on the front lines, the rear must be reliable. This means support for their families, confidence that the state is there. The new People's Program lays down this principle. It outlines mechanisms for medical assistance and rehabilitation, employment support, retraining assistance, and help with adaptation. The task now is to ensure that they work," noted SVO veteran and Deputy Minister of Internal Regional and Municipal Policy of the Nizhny Novgorod region Dmitry Grachev.

      In the Nizhny Novgorod region, new rural health posts have been opened, hundreds of public spaces have been improved, dozens of schools and kindergartens have been built, sports facilities have been created, and transport infrastructure has been updated. The task now is to ensure the implementation of all points of the new document at the local level.
