Groysman spoke about how the problem of stray dogs is being addressed in the Nizhny Novgorod region.
August 15, 2026 13:56 Society On the third Saturday of August, the World celebrates Homeless Animals Day. In the Nizhny Novgorod region, according to the head of the "Compassion - NN" shelter, Vladimir Groysman, a system has been established that allows for the protection of people from attacks while simultaneously avoiding the mass extermination of stray dogs. He spoke about this in an interview with Radio "Komsomolskaya Pravda Nizhny Novgorod." Groysman criticized attempts to change the law that currently allows for the return of sterilized and non-aggressive dogs to the streets. According to him, in some regions, a different approach has been taken—mass disposal of stray animals has begun. However, as the shelter head believes, this has not led to a noticeable decrease in the number of bites. In the Nizhny Novgorod region, the situation is different. In the first six months of the year, there were 16 reports of bites related to stray dogs. In comparison, dogs with owners were linked to more than a thousand bite cases during the same period. At the same time, no one can simply take a dog from the street and return it back. First, the animal is sterilized, and then specialists check it. If a dog shows a tendency towards unprovoked aggression, it is not released back onto the street. The animal then has several options: it can be retrained, kept in the shelter, or transferred to lifelong care. Currently, in the shelters where Groysman's team works, there are only six such dogs. About 500 animals are caught in a year. "The Nizhny Novgorod region is not just on the path of humane treatment of dogs, but on the path of correctly solving people's problems. What does it mean to have few bites? It means fewer cases of rabies, including among children. As a result, there are far fewer problems for people, and dogs are much better off because no one is killing them. And social tension has decreased," he noted. Earlier, it was reported that the Nizhny Novgorod GUFSIN is looking for new families for retired shepherd dogs. NIA "Nizhny Novgorod" has channels on Telegram and MAX.
