The former deputy mayor Shtokman was asked to be exempted from criminal liability.

August 12, 2026 14:15 Society The Nizhny Novgorod District Court continues to hear the criminal case against former Deputy Mayor of Nizhny Novgorod Ilya Shtokman and his brother Mikhail, the former director of the concrete plant "Vector." This time they were indeed brought to court, reports NIA "Nizhny Novgorod" correspondent.

Recall that Ilya is accused of receiving a bribe in a particularly large amount of 55 million rubles. His brother is charged with aiding and abetting this crime.

During the hearing, the defense filed a motion for the former official to be released from criminal liability. The lawyers referred to the provisions of Article 78.1 of the Criminal Code of the Russian Federation, reminding that Ilya Shtokman participated in a special military operation before the charges were brought against him and has three state awards.

However, the prosecutor categorically opposed the satisfaction of this motion. The state prosecutor justified his position by the particular severity of the crime attributed to the former deputy mayor.

After the charges were read, the judge asked Ilya Shtokman if he admits his guilt. The former official replied that "at this stage he is not ready to express his attitude towards the charges brought against him." According to him, he will be able to do so after he hears all the presented facts. Mikhail Shtokman holds the same position.

After this, the court approved the procedure for examining the case materials, and then, at the request of the prosecution, announced a break to study the defense's request for the release of Ilya Shtokman from criminal liability. The next hearing is scheduled for August 25.

Earlier it was reported that in June, the brothers' detention was extended, and they will remain in custody until December 8, 2026. And at the beginning of August, the court confirmed the decision to recover 328 million rubles and the real estate of Ilya Shtokman's relatives for the benefit of the state.
