A new procedure for assessing the quality of conditions in schools has been approved in Nizhny Novgorod.
On August 12, 2026, at 10:34, the Administration of Nizhny Novgorod approved a new procedure for independent assessment of the quality of educational activities of municipal organizations and the provision of services by municipal cultural institutions. The resolution was published on the city hall's website.
According to the document, the departments of education, culture, physical culture and sports, as well as social policy, will enter into municipal contracts for the collection and summarization of information on the quality of conditions in educational organizations. The Department of Culture will separately handle such contracts regarding the assessment of conditions for the provision of services by cultural institutions.
The city hall also recommended that the Public Chamber of Nizhny Novgorod create a public council for conducting independent assessments and approve its composition. This council will determine the list of organizations subject to assessment, participate in the review of procurement documentation and contract projects with the operator, as well as send the results of the assessment and proposals for improving the work of institutions to the administration.
The assessment of the same educational organization or cultural institution will be conducted no more than once a year and no less than once every three years. Among the criteria are the openness and accessibility of information, comfort of conditions, politeness of staff, satisfaction of service recipients, and accessibility for people with disabilities.
The composition of the public council will be formed by the Public Chamber at the request of the administration within no later than one month. It will not include representatives of government authorities and local self-government, as well as leaders and employees of organizations from the fields of education and culture.
The council must consist of at least five people, work on a voluntary basis, and hold meetings as needed, but no less than once every six months. Information about its activities is planned to be posted on the official website of the Nizhny Novgorod administration.
