"In 2024, declared the Year of the Family in Russia, we re-evaluated all family legislation. Not in offices, but in meetings with large families, new norms were 'born' in dialogue with people. Restrictions on payments related to the criterion of need were lifted. Families gained the opportunity to receive a second land plot. Payments for adoption and child benefits tripled. Payments to Hero Mothers increased tenfold! New opportunities for using maternity capital were opened," said the Chairman of the Legislative Assembly. The speaker separately noted the unique project "Basis," which started in 2025 and for the first time in Russia allowed mothers to receive a "salary" for newborns or a one-time payment. "Over the year, more than 20,000 mothers took advantage of this measure! To elevate the status of large families, a new holiday was established - the Day of Large Families of the Nizhny Novgorod Region. All vehicles of large families were exempted from parking fees," emphasized Evgeny Lyulin. "Serious support was provided to orphaned children. A housing certificate appeared, allowing them not to wait their turn but to buy an apartment in any area of the region. The payment for it now amounts to a substantial 4 million rubles. By the decision of the deputies, the compensation for orphans for renting housing increased by 2.5 times. And in 2026, orphaned children who took up arms to defend the Motherland in the Special Military Operation also received the right to priority housing," added the speaker of the regional parliament. "Work to support families with children and orphans does not stop.
