      August 5, 2026 16:12 Society The decision regarding the abandoned high-rises of the Ministry of Defense on Gagarin Avenue in Nizhny Novgorod has not yet been made. This was reported to NIA "Nizhny Novgorod" by the Ministry of Property and Land Relations of the region. The 14-story apartment buildings were constructed from 2007 to 2015 on the territory of former military towns at the request of the Ministry of Defense of the Russian Federation. The construction was carried out by LLC "SU No. 155". However, the work was not completed, and the buildings were not put into operation. They are not heated, and their technical condition continues to deteriorate. The facilities are located in an area of dense residential development and pose a potential threat, including to children and teenagers who occasionally enter the "abandoned" buildings out of curiosity.

      The Ministry of Property emphasized that despite the federal ownership of the facilities, the government of the Nizhny Novgorod region has been involved in resolving the issue for many years. Regional leadership has repeatedly contacted the Ministry of Defense of the Russian Federation. Since 2023, a proposal has been developed to transfer the buildings to regional ownership for subsequent completion—specifically, it was suggested to attract an investor on the condition of transferring 15% of the apartments to military personnel. This issue was discussed at the level of regional leadership and the Ministry of Defense in March 2024 and April 2025. In November 2025, the federal agency notified regional authorities about considering the possibility of involving the unfinished buildings in economic circulation. However, a final decision has still not been made.

      The ministry added that earlier, by agreement with the Ministry of Defense, the region conducted an engineering survey of the buildings at the expense of the regional budget. Building No. 17 A on Gagarin Avenue was recognized as suitable for completion. The second building (No. 17 B) was recommended for demolition, as the absence of a roof has compromised the structural integrity.

      "The Nizhny Novgorod government hopes for a prompt and favorable resolution of the issue," the Ministry of Property added.

      It was previously reported that a state of heightened readiness was introduced near the unfinished building at Gagarin Avenue, 45 B, and a decision was made to seize the land from the owner along with the building.
