      The initiative of Nizhny Novgorod legislators to recalculate the cost of housing during the comprehensive development of territories has been adopted by the State Duma in two readings.

      The Chairman of the Legislative Assembly of the Nizhny Novgorod Region, Evgeny Lyulin, reported in his MAX channel that a federal law has been adopted, changing the procedure for calculating compensation for expropriated housing within the framework of comprehensive territory development. “A vivid example of how regions influence the federal legislative agenda. In June, at the anniversary 80th meeting of the Council of Legislators of the Volga Federal District in Nizhny Novgorod, we discussed with colleagues the implementation of comprehensive territory development (CTD) projects. And now a number of the norms we recommended have been adopted by the State Duma in two readings,” wrote Evgeny Lyulin. “I would especially note the change in the rules for calculating compensation for citizens for expropriated housing within the framework of the CTD project. Until now, the cost of living space in buildings subject to comprehensive territory development was determined at the time the decision on CTD was made, that is, long before the actual purchase of the apartment from the owner. Over the years, while the project was unfolding, housing became more expensive, and the owner suffered significant losses,” emphasized the Chairman of the Legislative Assembly of the Nizhny Novgorod Region. “I spoke about this injustice in my report at the plenary session of the Council of Legislators of the Volga Federal District at the Nizhny Novgorod Fair and received full support from my colleagues. In the final resolution, we recommended that the State Duma expedite the adoption of the relevant bill. Now, according to the document already adopted by our federal colleagues, the cost will be determined no earlier than 60 days before the owner is sent the draft contract.
