Nizhny Novgorod large families will have their rights to land plots expanded.

      On August 4, 2026, at 08:00 Society A draft amendment to a number of regional laws regulating the free provision of land plots to large families has been submitted to the Legislative Assembly. The initiator was the governor of the Nizhny Novgorod region. As noted in the explanatory note, the amendments are aimed at improving the current procedure and eliminating legal restrictions. In particular, the project aligns regional legislation with previously introduced changes that expanded the list of privileged categories of citizens related to participation in the special military operation. It is specified that if a member of a large family previously received a plot for free as a participant in the special military operation or as a family member, such a family still retains the right to receive a land plot once under the law on support for large families. Separate changes concern cases where parents have previously received a plot for free as children in another large family or for other reasons. Currently, if such a family obtains the status of a large family, it cannot claim either a plot or a certificate in lieu of it, since one of the parents has already exercised this right earlier. The prosecutor's office of the Nizhny Novgorod region pointed out that such a restriction infringes on the rights of new large families. The bill proposes to allow such families to receive land for free. According to the Ministry of Property and Land Relations, during the entire period of the law's operation, only three such cases have been recorded, so a significant increase in the demand for plots is not expected. To prevent double support, the document introduces a mandatory condition: a family can claim a plot in the region only if it has not exercised a similar right in other subjects of the Russian Federation. The document adjusts the norms concerning the independent formation of land plots (when a large family can choose a free piece of land and initiate its registration — Ed. note) in rural settlements and aligns the wording with the Land Code of the Russian Federation. It is also proposed to extend this right to families that have been on the waiting list for a long time but no longer formally meet the previous requirements, for example, due to the marriage of the eldest child. This will allow such families to independently form and obtain a plot. In addition, the procedure for providing plots with engineering infrastructure is clarified. Land for individual housing construction can be provided with engineering networks, excluding gas supply, the construction of which is carried out within the framework of gasification. To streamline accounting, it is proposed to introduce a Register of Large Families. It will include information about families registered to receive a plot as well as those who have already exercised their right to land or received a certificate. Being in the register will be the basis for providing a plot or social support measures. The procedure for maintaining it will be approved by the regional government. The changes will also affect the law on providing social support in lieu of a land plot. It is planned to establish a two-year period for the implementation of the certificate. If the family does not use it within this time, the document will be annulled; however, the family will retain the right to register for a plot for individual housing construction. The reason for the adjustment was the high burden on the budget. According to the results of the first quarter of 2026, 212 million rubles are required to support unused certificates issued in 2020-2023. In comparison, the budget for 2026 allocates 240 million rubles for these purposes. As noted in the explanatory note, the proposed changes do not violate the rights of large families and are aimed at increasing the effectiveness of existing support measures. It was previously reported that in 2025, more than 1,100 large families received land plots in the Nizhny Novgorod region, and 400 received housing certificates.
