Evgeny Lyulin: "New approaches in environmental legislation can help reduce the number of landfills."

      On July 21, 2026, at 17:31, Politics: On July 21, a meeting of the Committee on Ecology and Natural Resources took place in the Legislative Assembly of the Nizhny Novgorod Region. The main agenda item was the discussion of a legislative initiative from the Legislative Assembly proposing radical changes to the RF Code on Administrative Offenses regarding the fight against unauthorized waste disposal. The meeting was attended by Deputy Chairman of the Legislative Assembly Denis Bakiyev, regional parliament deputies, representatives of the regional government, and experts.

      Parliamentarians propose amendments that stipulate the use of cameras with date and time display functions for recording violations until January 1, 2030, even if they are not special measuring devices. At the same time, environmental oversight authorities will be required to maintain a register of such devices, indicating their models and installation locations. As noted at the meeting, the three-year period will allow for the accumulation of practice and, if necessary, adjustment of the norm.

      "The problem of unauthorized landfills remains one of the most pressing for our region and the country as a whole. At the beginning of the year, there were more than 250 such sites in the Nizhny Novgorod region, and budget expenditures for their elimination exceeded 100 million rubles," emphasized Chairman of the Legislative Assembly Evgeny Lyulin.

      The meeting reviewed specific proposals to strengthen administrative responsibility. Special attention was given to freight transport, trailers, and self-propelled machines—these vehicles cause the most damage as a result of waste disposal in unauthorized places. However, current legislation allows for the confiscation of vehicles as instruments of the offense only from legal entities. In practice, unscrupulous companies lease vehicles to individuals, thus evading serious sanctions and continuing to violate the law.

      "Our committee receives a huge number of appeals from citizens regarding the need to restore order in waste management. A comprehensive approach is needed to solve this problem: control over regional operators, monitoring of container sites, and, of course, strengthening responsibility for violators. The proposed changes will allow for the recording of violations with a quality camera, identifying the vehicle, and holding the offender accountable. The possibility of vehicle confiscation for repeated violations will become a serious deterrent. I am confident that the adoption of these amendments at the federal level will help restore order in the Nizhny Novgorod region and across the country," noted Vladislav Atmakhov.
