The site for the project is leased to the AVA Group holding by the managing company of the SEZ - the Development Corporation of the Nizhny Novgorod region. The complex, with a total area of up to 90,000 square meters, is planned to be constructed in three phases. The commissioning of the first phase is scheduled for 2029. As noted by the Deputy Governor of the Nizhny Novgorod region, Yegor Polyakov, businesses are showing high interest in ready-made industrial sites equipped with the necessary engineering infrastructure. According to him, the combination of the preferences of the special economic zone and ready-made production facilities will allow companies to significantly reduce project implementation timelines and increase the investment attractiveness of the region. The Deputy Chairman of the Government of the Nizhny Novgorod region, Arthur Batursky, reported that the complex will be another step to meet the business demand for "turnkey" sites. The investor will be able to sell or lease the premises to residents of the SEZ. The planned investment volume for the project will amount to 3.5 billion rubles. The General Director of the Development Corporation of the Nizhny Novgorod region, Igor Ishchenko, noted that the systematic development of investment infrastructure continues in the region. According to him, a large part of the industrial production buildings on the SEZ site in Dzerzhinsk has already been reserved by residents, despite the fact that the facilities have not yet been commissioned. "We expect that the future complex will attract even more investors to the SEZ 'Kulibin'," he said. The special economic zone of industrial production type "Kulibin" was created in May 2020 in Dzerzhinsk. Currently, its area is 842 hectares. The SEZ includes a state site, as well as private sites of DPO "Plastic", "Oka-Polymer", and "Synthesis OKA". In November 2025, the Russian government decided to expand the territory of the zone by 117 hectares due to the site in the city of Bor. Residents of the SEZ "Kulibin" can take advantage of tax benefits. In particular, the profit tax rate is reduced to 2% in the first five years, to 5% in the next five years, and to 14.5% in the subsequent period. In addition, residents are exempt from property, land, and transport taxes.
