      July 8, 2026 15:53 Economy A draft amendment to the regional law on land relations has been submitted to the Legislative Assembly of the Nizhny Novgorod Region. The document proposes the possibility of providing plots without auctions for the construction of gas stations with electric charging infrastructure. As noted in the explanatory note, the bill aims to stimulate the construction of gas stations as part of the implementation of the federal Concept for the development of production and use of electric vehicles by 2030. The draft proposes to recognize such facilities as large-scale investment projects in the region. This will allow for the conclusion of lease agreements for land plots owned by the state or municipalities without conducting auctions. However, for this, the facility must meet a number of criteria. Among the requirements are the creation of new jobs and an increase in tax revenues. In addition, the station must be put into operation within two years from the date of signing the lease agreement. Each gas station must have at least two stationary public access charging stations with fast charging capability. Their technical specifications must meet the requirements of the Ministry of Industry and Trade of Russia. The investor can be a legal entity that has owned or leased at least six functioning gas stations for no less than two years prior to submitting the application. The project also provides for the mandatory presence of food and rest areas, sanitary facilities, and wireless data transmission systems at the new gas stations. The changes are proposed to take effect from the day of the official publication of the law.
