The State Duma has passed a law tightening the requirements for labor migrants and their children.

On July 8, 2026, at 16:42, Society: The State Duma has passed a law tightening the requirements for labor migrants and their children, reports 360.ru. From the age of 18, migrant children are required to obtain a work patent within a month or leave the country. This innovation is aimed at ensuring the financial independence of migrants and their families.

The law also obliges migrants to support themselves and their family members at a level not lower than the regional subsistence minimum. The tax service will monitor their income. If this condition is not met within a year, migrants with minor children must leave the country within 15 days.

Different requirements and restrictions are provided for various categories of migrants, including highly qualified specialists.

Furthermore, as reported by State Duma Chairman Vyacheslav Volodin, this week State Duma deputies will adopt several more proposals to improve migration legislation. In particular, deputies are discussing the expansion of the list of administrative offenses for which migrants can be expelled from the country. Amendments made since the previous reading increased this list from 22 to 45 articles of the Administrative Offenses Code. Among the new grounds for expulsion are discrimination based on gender, race, nationality, language, age, religious beliefs, and disobedience to border guards.

It should be noted that a decree has been signed in the Nizhny Novgorod region extending the current model of labor migration regulation for 2026.

As previously reported, starting in 2025, a law has been enacted in Russia stating that migrant children can only be admitted to schools if they have confirmed knowledge of the Russian language and legal status of residence in Russia.
