On July 8, 2026, at 15:32, Society The Chairman of the Legislative Assembly of the Nizhny Novgorod Region, Evgeny Lyulin, met in the administration of Dzerzhinsk with the veteran of the special military operation, Oleg Boryaev. The speaker of the regional parliament and the hero of the special military operation discussed issues of housing provision, social support, and payments due for injuries. The meeting was also attended by the head of the city, Mikhail Klinkov, the chairman of the city Duma, Victoria Nikolaeva, the military commissioner of Dzerzhinsk, Sergey Ovchar, and heads of social departments. In a solemn atmosphere, Oleg Boryaev was awarded the Order of Courage—a high state award he received for his displayed heroism. In December 2024, he signed a contract with the Ministry of Defense and went to the special military operation zone, and in May 2025, while carrying out a combat mission, he received a severe injury that resulted in the loss of his right leg. His comrade, with whom he was, died. Oleg himself waited for help under fire for three days, losing 2.5 liters of blood. In January 2026, he was discharged from service due to health reasons. Despite all the trials, the hero did not give up. Today he works at the Social Fund of Russia office in Dzerzhinsk, is an official representative of the Nizhny Novgorod region sitting volleyball team, and plans to enroll in a university. In addition, Oleg is a father of many children. Together with his wife Anna, they are raising three children, one of whom needs a specialized kindergarten. Oleg Boryaev wants to build a house for his large family but has faced delays in payments due to his injury and difficulties in resolving housing issues. Summarizing the meeting, the Chairman of the Legislative Assembly, Evgeny Lyulin, noted that for the feat performed by Oleg Boryaev, awards are usually given posthumously. Oleg, as a father of many children and a participant in the special military operation, has the right to a plot of land where he wants to build a house according to his project. "Without support and guidance, our heroes often find it difficult to navigate legal procedures and documents. It is important that fighters are accompanied at all levels—consulted and assisted at every step, especially when it comes to payments and housing. Supporting participants of the special military operation and their families is a priority for the state. There should be no barriers here," emphasized Evgeny Lyulin.
