The corresponding order has been published on the website of the regional Ministry of Construction. The initiator of the seizure is the State Budgetary Institution of the Nizhny Novgorod Region "GUAD". It is planned to seize parts of plots from owners in the areas of Artemovskie Luga, the villages of Kuzminka, Nikulskoye, Afonino, Rzhavka, Opalikha, Malaya Yelnya, as well as in Kstovo. Among them are agricultural lands, industrial, energy, transport, and other special-purpose lands, as well as lands of populated areas. Some territories are intended for agricultural production, the placement of roads, industrial facilities, individual housing construction, and communal infrastructure. Owners and tenants will be compensated for the land and the real estate located on it. The amount of compensation will be determined according to the rules of the law "On Valuation Activities in the Russian Federation." Rights holders are required to provide access to the plots for conducting market value assessments. The State Budgetary Institution of the Nizhny Novgorod Region "GUAD" will negotiate with the rights holders and prepare agreements for the seizure. If an agreement cannot be reached, the issue will be resolved through the court. The order is valid for three years from the date of signing. Its execution will be monitored by the regional Ministry of Transport and Highways. Let us remind you that the Eastern Bypass project of Nizhny Novgorod is divided into three stages of implementation. Currently, work is underway on the first phase. It involves updating the existing road in the Nikulskoye area, reconstructing the section along the embankment of the Rowing Canal, and constructing a new segment with a two-level interchange over the "Nizhny Novgorod - Kstovo" highway. According to the State Budgetary Institution of the Nizhny Novgorod Region "GUAD", the queue is divided into eight stages. The preparatory stage includes the purchase of land plots, the arrangement of technological passages, and the reconstruction of engineering communications. The implementation cost is estimated at 31.8 billion rubles. The concession agreement has not yet been signed - the parties continue to negotiate its key terms and financing scheme. The second phase includes the construction of a bridge over the Volga, and the third - the formation of the northeastern bypass of Bor. The total cost of the entire project exceeds 200 billion rubles. Passage on the future road is planned to be toll.
