From transport to pensions: what will change in the lives of Nizhny Novgorod residents starting July 1

Starting from the first day of the month, the payment procedure for travel will change, some housing payments will increase, requirements for borrowers will be updated, and real estate transactions can be completed remotely. We explain which laws come into effect and what exactly will change for residents of the Nizhny Novgorod region.
From July 1, cash payments will be completely abolished on public transport in Nizhny Novgorod. Payments can be made using a bank or transport card, a resident card of the Nizhny Novgorod region, via a smartphone based on Android, through a QR code, or in the "Nizhny Novgorod Region. Transport" app. At the same time, it will still be possible to top up transport cards with cash. This can still be done at "Siticard" offices, Russian Post branches, and printing kiosks.
Thus, starting from July 1, 2026, the unified basic rental fee for municipal housing in Nizhny Novgorod will change to 142.98 rubles per square meter. The final amount will depend on the characteristics of the apartment and the building: wall material, building age, level of improvement, and location. Additionally, the fee for maintaining residential premises will be indexed by 5%. For Nizhny Novgorod (including Novinki), the increase will range from 0.68 to 2.25 rubles per "square," while in Kstovo, it will be from 0.29 to 1.78 rubles. Also, in July, there will be a planned increase in the minimum contribution for the capital repair of apartment buildings in the Nizhny Novgorod region. It will increase by approximately 4%. Depending on the area and type of house, the amount will range from 8.69 to 13.92 rubles per square meter.
Among the federal changes are new measures to protect against fraud. Parents of teenagers aged 14 to 18 will be able to request information about their children's bank accounts and deposits.
The rules for assessing borrowers' incomes are being tightened. Bank statements can now only be used to confirm salary, pension, social benefits, and income from renting real estate. Other income must be confirmed with additional documents, such as income certificates for deposits or securities. A potential borrower can still indicate income without supporting documents; however, starting July 1, the Bank of Russia will introduce a discounting coefficient of 10%. This means that when calculating unofficial income, the bank will only consider 90% of the declared amount. A complete transition to accounting only for officially confirmed income is planned for July 1, 2027. The procedure for forming credit histories will also change: it will include information about submitted loan applications, approved amounts, agreements or refusals, and reasons for refusals. Data must be transmitted to credit history bureaus within 15 minutes.
Real estate transactions can be registered remotely upon identity verification through the Unified Biometric System and using a qualified electronic signature.
Pension increases will affect Russians who turn 80 in July, as well as citizens with a Group I disability— their fixed payment to the insurance pension will be doubled. The recalculation will be done automatically.
From July 21, changes will come into effect, according to which care for incapacitated citizens will only be considered when assigning a single benefit if it is provided for close relatives— a child, parent, brother, sister, grandmother, grandfather, or grandchild. Previously, the fact of care was counted regardless of the degree of kinship.
