"The decision to charge a toll for the 1st phase of the Eastern Bypass will be made by the regional government 60 days before the completion of construction," the agency stated. It is noteworthy that at the end of May, the state examination approved one of the stages of construction - the creation of a toll collection system. Recall that the Eastern Bypass project of Nizhny Novgorod is divided into phases. The first phase involves the modernization of the existing road within the boundaries of Nikulsky, bringing its parameters in line with standards for public transport. Reconstruction of the section along the embankment of the Rowing Canal is also planned - from the area of house No. 459 in the Podnovye settlement to the junction of Lysogorskaya Street. In addition, within this phase, a new section of the road with a two-level interchange over the "Nizhny Novgorod - Kstovo" highway will be built. The second phase includes the construction of a new bridge over the Volga. The third phase involves the construction of the northeastern bypass of Bor. To implement the entire project, it is planned to conclude two concession agreements. The total cost of construction is estimated at more than 200 billion rubles. Currently, work is underway on the first phase. As reported by GUAD, it includes eight stages. The preparatory stage involves land acquisition, the construction of technological roads, and the relocation of engineering communications. Next, the construction of the main route of the highway is planned within three stages, the construction of a transport interchange in the Kstovo area, and the creation of a toll collection system. In addition, two stages of road reconstruction of Afonino-Nikulskoye and the embankment of the Rowing Canal are planned. These sections are expected to be widened. In certain sections, this will require the demolition of existing capital construction objects. The total cost of implementing the first phase is estimated at 31.8 billion rubles at first-quarter 2026 prices. The concession agreement has not yet been concluded - the parties are agreeing on its main terms and financing parameters. Construction and installation work will begin after the concession is signed. The estimated construction period is 39 months. A private concession initiative has been submitted for the second and third phases. The design of subsequent stages will start after the corresponding agreement is concluded. Earlier, it was reported that 21 plots with a total area of about 102.6 thousand square meters will be seized for the construction of the Eastern Bypass.
