The implementation will be handled by LLC "Specialized Developer 'Level Volga'", which is part of the Moscow development group Level Group. The agreement on the integrated development project was signed in July 2025. They plan to build about 47 thousand square meters of housing, create a modern landscaped embankment with access to the city center, as well as public spaces, social and sports infrastructure, a hotel, a school, and a kindergarten. The first phase includes a building made up of four blocks of varying heights with 370 apartments. Closer to the water, there will be sections 6-7 stories high, followed by buildings up to 9 and 11 stories. The blocks have been named "Tower by the Water," "Cascade," "Sail," and "Horizon." A parking lot for 248 cars will be located under the complex. Recently, the regional ministry of architecture approved its architectural and urban planning appearance. According to the project manager Sergey Balaboshin, the first buildings are planned to be commissioned in December 2028, with keys to be handed over in the second quarter of 2029. They expect to fully complete construction, including social facilities, by the end of 2030. An educational cluster for 500 places will be created on the territory with separated streams - it will combine a school and a kindergarten. The project has already been approved by the education department. The developer must hand it over to the city in December 2030. Stadiums and open sports grounds are also planned. Earlier, the ministry of architecture also approved the external appearance of the first building within another integrated development project on the Rowing Canal, which is being implemented by the developer GloraX.
